Abstract
The rapid technological transformations, particularly those ushered in by the digital revolution, have profoundly reshaped the landscape of contemporary public administration. Digital governance has emerged as a strategic alternative to the traditional administrative model, aiming to enhance institutional efficiency, transparency, and the quality of service delivery. This shift is particularly significant in the healthcare sector, given its direct connection to citizens' well-being and the imperative of ensuring equitable access to effective care. Digital health management enables better resource allocation, facilitates remote service provision, and simplifies administrative procedures-contributing to performance improvement and the reduction of disparities. Nonetheless, this transition continues to encounter legal, structural, and human challenges. Assessing the effectiveness of this transformation within health institutions is therefore essential to understanding its role in restructuring public service and aligning it more closely with citizens’ needs.
