Mahalla as a mechanism for the development of local self-government in Uzbekistan

Abstract
From a sociological point of view, the article examines the genesis, formation and development of the
mahalla - a historically and traditionally developing subsystem of the self-government system in Uzbekistan,
examines the importance of the mahalla as a community of citizens of a certain profession, the origins of the
formation of a civil society with historical, cultural, socio-economic factors of society, modern features mahalla as a
form of public organization that solves not only social problems, but also the organization of administrative power at
the local level, the role of a participant in the mahalla administration as an initiator of progressive transformations,
new approaches to solving important problems of public life is revealed, special principles of motivating social and
socio-economic behavior of the indigenous population, respect for social values, ethics of relationships that
guarantee the unconditional fulfillment of obligations and responsibilities to society.
