Abstract
Ethics affects the action of man in his environment. We understand that Ethics are principles that guide the total life of a given society, its members, and indeed the collective decision-making processes . These principles which have foundational grounds in religion, tradition, morality, law, education and experience help to regulate the affairs of human persons for the good of the integral society. As a dimension that is inseparable from the daily life of men and women in a given society, ethics serves as a bridle to actions. We understand the functions of ethics better when we examine its Greek and Latin roots. The Greek ethos, from which ethics is derived and the Latin mos, the source of the word moral, are of the same reality: the customs that are established in daily relations between the people of a community and as evident in governance. This same ethics becomes the key in political enterprise as it involves and checks the relationship between the government and the people, since whenever a group comes together, its participants immediately begin to establish forms of living, how they will undertake their tasks, who will be responsible and accountable for what. This paper argues that it is within this frame work of understanding the concept of accountability in governance that we see the function of ethics in politics. It understands that accountability is indispensable in politics and that for ideal governance, politicians must be ready to face puzzles by the citizenry on their performances, by so doing they become aware that they do not possess the autonomy to act however they may wish without being held accountable.
